Rear Admiral Timothy Gallaudet, a 32-year Navy oceanographer who served as the Navy’s chief meteorologist and later led NOAA, describes how his career in ocean science led him to investigate UAP after witnessing classified footage and learning that the phenomena appear to operate in and around the oceans — a domain that remains 73% unmapped and 90% unobserved by volume, making it an ideal hiding place for a non-human intelligence that wishes to remain elusive.
From Oceanography to UAPs
Gallaudet’s career centered on studying the ocean and applying it to national security, including mapping the seafloor and monitoring ocean volume for submarine warfare advantage.
As superintendent of the Naval Observatory, he worked on the celestial reference system that underpins GPS, which gave him a sense of the universe’s scale and the statistical likelihood of other intelligent life.
The turning point came when, as a one-star admiral, he received the GOFAST video on the Navy’s secret network during a 2015 carrier exercise off the East Coast.
Witnessing the Famous GOFAST UAP Video
An urgent safety-of-flight email from a two-star admiral attached the GOFAST video, warning of near mid-air collisions and asking if the objects were an unknown experiment.
Gallaudet knew the Navy does not test experimental technology in training ranges, which exist solely to certify pilots for deployment.
The object displayed no flight control surfaces, no visible propulsion, executed right-angle turns at high speed, and flew in formation — capabilities neither the U.S. nor any adversary possessed then or now.
The next day, the video and email were wiped from his computer; Jay Stratton later confirmed this was because intelligence wasn’t yet sure whether the objects were foreign adversary tech (which would be highly classified) or something else.
Why UAP Aren’t Foreign Adversaries
Gallaudet had full access to foreign threat assessments and states with certainty that neither China nor Russia had — or have — technology capable of the observed performance characteristics.
The “it’s our own secret tech” explanation is disinformation; he knows the U.S. defense industrial base does not have such capability.
That leaves “something off-world,” though the origin (extraterrestrial, interdimensional, subterranean, or ocean-dwelling) remains unknown.
Seemingly Impossible Physics
The USS Omaha infrared video (2019, Southern California) shows a spherical UAP hovering over the ocean, then entering the water without splash or surface disturbance — transmedium travel.
Other Pentagon-released videos show spherical objects moving above and below the surface near a surfaced foreign submarine.
Gallaudet has corroborating eyewitness testimony from a petty officer on the Omaha’s bridge and from former submarine officers and acoustic intelligence specialists who have seen unexplained underwater anomalies.
Kirk McConnell (former Senate Select Committee on Intelligence staff) notes that military eyewitness testimony holds up in court; the standard of evidence should not change for UAP.
Why Science Avoids UAP
Mainstream science, including oceanography, is risk-averse and refuses to engage with UAP; Avi Loeb (chair of the new UAP Science Advisory Council) calls this a failure to look for anomalies.
Gallaudet is using his position on the Council to push for rigorous data collection and scientific analysis of ocean-domain UAP/USO reports.
What Remote Viewing Programs Imply re: Government Involvement
The Stargate program (DIA-sanctioned) used remote viewing/ESP for intelligence collection and succeeded “beyond statistical expectations”; it continues in some form.
Gallaudet’s wife is a certified advanced remote viewer trained by Paul Smith (Army Stargate representative).
These programs, like UAP, have been kept from mainstream acknowledgement despite documented results.
Push for National Research
The UAP Science Advisory Council’s charter is to investigate and make recommendations; Gallaudet wants the White House Office of Science and Technology Policy to declare UAP research — and related consciousness/NDE/OBE phenomena — a national R&D priority.
That would direct agencies (NIH, ONI, NOAA, Naval Oceanographic Office, etc.) to fund relevant research across the trillion-dollar federal budget.
Crash Retrieval Claims
Dr. Hal Puthoff (Stargate veteran, on Joe Rogan) stated the U.S. possesses ~10 different types of craft; Gallaudet trusts this based on Puthoff’s credibility and his own knowledge of how SAPs work.
Gallaudet has not seen craft or biologics firsthand but knows people who have; James Lacatsky (DIA, Skinwalker Ranch program) likely has direct crash-retrieval experience based on his programs and writings.
Biologics Claims
David Grusch’s testimony about non-human biologics is a “logical extension” of multiple craft types and eyewitness accounts; Gallaudet finds Grusch credible and believes the government’s SAP control structure (which denied Gallaudet access to programs his own sailors were read into) makes such secrecy plausible.
Which Presidents Were Briefed on UFOs?
It is “likely” that information has been withheld from presidents; the special access program hierarchy and “need-to-know” mechanisms can exclude even the commander-in-chief.
Some presidents may choose plausible deniability to avoid legal/political risk.
Nixon allegedly viewed retrieved biologics and showed them to Jackie Gleason (per a credible Florida fisherman, Mark Crowe, who heard it from Gleason’s wife); Gleason reportedly stopped eating for two weeks from ontological shock.
Terrifying Disclosure Angle
Gallaudet suspects the “true nature of the phenomena might be really terrifying because we’re not in control” — not the apex predators — and no president wants to admit that vulnerability.
Cattle mutilations (investigated by a 20-year Canadian homicide detective) suggest systematic, bloodless, precision excision and aerial transport of livestock, possibly to monitor the food supply using technology beyond human capability.
Skinwalker Ranch (DIA-studied, now owned by Brandon Fugal with Gallaudet as adviser) documents frequent UAP/orb activity and negative physical/psychological interactions; Jay Stratton’s forthcoming book will detail these.
Who Controls the Secrets?
A mix of intelligence-community SAPs and defense contractors; Carl Nell has said crash-retrieval programs were moved to contractors to avoid congressional oversight.
The president and NSC may not know details; politicians sometimes avoid briefings for plausible deniability.
Ocean Bases & Hidden Presence
Congressman Tim Burchett claims knowledge of five underwater alien bases; Gallaudet has no confirmation but notes 73% of the seafloor is unmapped and 90% of ocean volume unexplored — vast hiding space for a permanent presence.
Jacques Vallée’s “control system” hypothesis: the phenomena change form/behavior based on the observer, explaining diverse craft, beings, and interactions (benevolent and malevolent).
Infrared Signatures & Sonar Mysteries
Pentagon-released files show UAP visible in infrared but not visible light — detectable in one wavelength, invisible in another.
Sonar is the primary underwater detection tool; historical anomalies include USS Mory (1946) recording a kilometer-long shallow-depth anomaly that disappeared on re-trace, and submarines encountering unexplained objects.
Gallaudet authored the Sol Foundation’s first white paper, “Beneath the Surface,” on ocean-domain UAP.
3 Origin Hypotheses
Ancient Earth civilization (Silurian hypothesis): An advanced civilization evolved hundreds of millions to over a billion years ago, left no fossil record, and went subterranean/oceanic to survive cataclysms (per Bernardo Kastrup).
Interdimensional: Mathematical/string-theory basis; entities access “folds” between dimensions rather than traveling interstellar distances.
Extraterrestrial with unknown physics: Standard hypothesis; interstellar travel seems impossible under known physics, but undiscovered physics (as quantum mechanics/relativity were 100+ years ago) may enable it — possibly requiring interdimensional shortcuts.
