Juval Aviv, a former Mossad operative who led the “Wrath of God” assassination campaign after the 1972 Munich Olympics massacre, recounts his intelligence career, transition to private investigation in the U.S., work for a “shadow government” of former senior officials, and investigations into Robert Maxwell, Jeffrey Epstein, the Pan Am 103 bombing, and his own prosecution by the U.S. government — revealing a world where deniable operations, money-laundering networks, and political blackmail shape geopolitics far more than public narratives suggest.
The Munich “Wrath of God” operation
At 22, Aviv was chosen by Prime Minister Golda Meir to lead a five-man Mossad team hunting the 11 Black September terrorists responsible for the Munich massacre; the team operated in Europe for three and a half years, killing all targets, but lost three members to suspicious “accidents.”
Meir’s only directive: no innocent bystanders harmed; if the mission risked civilians, pause it — “Don’t call us, we’ll call you. If you succeed, we’ll read it in the papers. If not, who cares?”
The operation was structured for total deniability: $20 million placed in a Swiss bank account Aviv controlled; no official Mossad support, no passports beyond the one to leave Israel; if exposed, Israel would disavow them as rogue vigilantes.
Team cohesion was engineered by Mossad — no internal conflicts, no competing agendas, no one could be bought; Aviv credits this as rare and critical to success.
After the mission, Mossad tried to recruit the survivors for more kill lists; Aviv refused, moved his family to New York on operational passports, and Mossad drained his deferred-salary account (roughly $350,000) to $3 to force his return — he stayed and fought for legal status instead.
FBI recruitment and the “shadow government”
FBI agents arrived to deport Aviv; he retained immigration lawyer Sandra Levit, who blocked removal by filing for visas/green card; FBI then reversed course, investigated him, and hired him as a counterterrorism/KGB consultant for 14 years (late 1980s–early 1990s).

Aviv describes the group as a small, stable circle (Cheney, Bush Sr., ex-CIA directors, etc.) meeting monthly; they set objectives, provide funding, and demand deniability — “if successful, read it in the papers; if not, who cares?”
Aviv believes this shadow government still operates with the same power but different, less principled personnel; it cannot control elections (Trump’s 2016 win surprised them) and now functions as the real decision-making layer behind the public spectacle.
Building Interfor and the mechanics of global fraud
After leaving Mossad, Aviv drove a cab in NYC until his book Vengeance (ghostwritten by George Jonas) and Spielberg’s Munich made him a known figure; he founded Interfor, Inc., a private investigative firm specializing in asset search and recovery.
Interfor grew to offices in 70+ countries; Aviv claims an 86-cent-on-the-dollar recovery rate on large debts (billions per case in later years) versus the industry norm of pennies.
He outlines the fraudster’s playbook: steal huge sums ($100M+), move money through multiple offshore jurisdictions (Cayman → Dubai → Singapore → Hong Kong) to exhaust law enforcement budgets, then file bankruptcy to freeze creditors; trustees lack resources to trace offshore assets.
Banks and insurers write off losses quietly to avoid embarrassment; fraud is “the largest commodity in America” — over $1 trillion stolen annually, mostly from financial institutions.
Robert Maxwell, Jeffrey Epstein, and the money-laundering machine
Ghislaine Maxwell hired Aviv in 1991 to investigate her father Robert Maxwell’s death and recover the £650M he embezzled from pension funds; Aviv’s team found the yacht’s geometry made a fall from the top deck into the water impossible — Maxwell was pushed.
Maxwell had been a Mossad, MI6, CIA, KGB, and BND agent simultaneously; Mossad knew and used him to feed disinformation to the others.
Financial forensics revealed Epstein’s fingerprints on Maxwell’s money-movement patterns; Ghislaine admitted Maxwell worked with Epstein and that she had a personal relationship with him — confirming Epstein as the hidden architect.
Epstein learned asset-protection structures from Barry Angel, a Denver lawyer who designed the Cook Islands trust system (constitution written by Angel) and skimmed 7% from banks + 10% from clients; Epstein became the go-to launderer for oligarchs, royalty, and Wall Street, using real-estate inflation (overpaying for Trump properties, etc.) to move Russian money.
Blackmail was integral from day one: Epstein filmed every encounter in every property (NYC, Zorro Ranch, plane, island); Ghislaine emailed Epstein reminding him to maintain the “insurance policy” — a list of names, dates, and footage — for a rainy day.
Aviv asserts Netanyahu possessed Epstein’s blackmail on Trump (and others) and used it to manipulate Trump into the Iran conflict; Mossad received Epstein’s material willingly; CIA likely had a parallel arrangement but Aviv has no direct knowledge.
The Pan Am 103 (Lockerbie) investigation and Aviv’s prosecution
Pan Am’s insurers hired Aviv (1989) to investigate the bombing; his two-month undercover probe in Europe uncovered a CIA-protected heroin pipeline: weekly diplomatic-pouch suitcases from Beirut (Bekaa Valley, controlled by terrorist Ahmed Jibril) → Cyprus → London → NYC on Pan Am 103.
Three U.S. special operators sent to Beirut to locate hostages discovered the drug operation, refused to cooperate, and booked tickets on Pan Am 103 to testify to Congress; CIA learned this, allowed a bomb (substituted for heroin in Jibril’s suitcase) to board the same flight via Frankfurt.
